ABSTRACT:
Educational resources and activities generated by teachers/trainers and students/learners, as well as, by teacher-tostudents and by students-to-students interactions constitute core knowledge assets of educational communities, which are worthy to be organised, managed, shared and reused effectively. Based on this thesis, a number of international initiatives have emerged that aim to facilitate open access to, sharing and possible reuse of digital educational resources and activities. Nevertheless, most of the existing Open Educational Resources (OER) initiatives are designed more as “digital repositories of educational resources”, rather than as “Knowledge Management” (KM) systems that would bare the potential to support the organization and sharing of educational communities’ explicit knowledge of educational practice (exploring connections between practice and outcomes at run-time) and formal knowledge for educational practice (exploiting best practice designs) Within this framework, the presentation provides an overview of the Advanced Digital Systems and Services for Education and Learning (ASK) Research Unit research and technology activities towards open access to Education and Training. The presentation is arranged so as to propose and demonstrate an integrated approach supported by tools and services that could contribute towards Taiwan’s e-Learning Vision and Strategy based on the concept “Digital Archives as the Base; e-Learning as the Function”.

About Professor Demetrios G Sampson:
Demetrios G Sampson holds a Diploma in Electrical Engineering from the Democritus University of Thrace, Greece (1989) and a Ph.D. in Electronic Systems Engineering from the University of Essex, UK (1995). He is an Associate Professor at the Department of Digital Systems, University of Piraeus, Greece and a Senior Researcher at the Informatics and Telematics Institute (ITI), Center of Research and Technology Hellas (CERTH). He is the Founder and Director of the Advanced Digital Systems and Services for Education and Learning (ASK) Research Group, since 1999. His main scientific interests are in the areas of Technology Enhanced Learning. He is the co-author of more than 245 publications in scientific books, journals and conferences with at least 980 known citations (h-index: 19). He has received six (6) times Best Paper Awards in International Conferences on Advanced Learning Technologies (July 2011, November 2010, July 2009, July 2007, August 2004, August 2001). He is Co-Editor-in-Chief of the Educational Technology and Society Journal (impact factor 1.066, 2010), Associate Editor of the IEEE Transactions on Learning Technologies (TLT) Journal, Member of the Editorial Board of (17) International Journals, Member of the Advisory Board of (2) International Journals and Guest Co-Editor in (17) Special Issues of International Journals. His participation in the organization of international/national scientific conferences involves: General Chair in (13) International Conferences, Program Committee Chair in (14) International Conferences, Memberships in (236) Program Committees in International Conferences and Memberships in (8) Program Committees in National Conferences. He has been a Keynote/ Invited Speaker in (19) International Conferences and (14) National Conferences. He is a Senior Member of IEEE and the elected Chair of the IEEE Computer Society Technical Committee on Learning Technology (LTTC) since 2008.
