Abstract:
In this talk I will trace the development and study of a disruptive mobile healthcare (mHealth) app that enables chronic patients to form Emergency Response Communities. This multi-year research initiative began with the basic concept of facilitating the sharing of prescription medications in a medical emergency, through app-based mobile patient groups. Emergency Medical Service (EMS) organizations are required to maintain the highest levels of professional standards in areas ranging from personnel qualifications and expertise, to equipment and medication availability, and ultimately to service response time and outcome. EMS operate in a highly regulated medical ecosystem in which the tenet “First do no harm” is held above all. It should come as no surprise, therefore, that introducing technology-based layperson response apps in a highly complex socio-technical environment faces many challenges. Added to the obvious medical, legal, and regulatory hurdles, are the challenges of understanding user behavior before, during, and after a medical emergency. Transforming chronic patients from potential emergency victims to potential emergency responders requires reimagining our abilities and redesigning the flow of emergency response. The journey will take us through multiple international collaborative experiences in creating apps and communities for emergency response to combat opioid overdose and allergy-induced anaphylaxis. Insights from the first field trial of a layperson responder network that provides naloxone to opioid overdose victims will be shared, highlighting the potential benefits and pitfalls. I will map out a broad series of research questions that must be addressed covering medical, regulatory, ethical, behavioral, social, and technological considerations.

Bio:
Prof. David G. Schwartz is professor of information systems, and former vice-chairman, at the Graduate School of Business Administration of Bar-Ilan University, Israel where he is chairman of the Business School’s Doctoral Program and co-founded the Entrepreneurship Program. David has published over 150 research papers, books, book chapters, and editorials in the field of information systems and technologies. His research has appeared in publications such as Information Systems Research, IEEE Intelligent Systems, ACM Computing Surveys, International Journal of Human-Computer Studies, Decision Support Systems, Journal of the Association for Information Science and Technology (JASIST), JMIR mHealth & uHealth, and the Journal of Organizational Behavior . His books include Cooperating Heterogeneous Systems; Internet-Based Knowledge Management and Organizational Memory; and the Encyclopedia of Knowledge Management, now in its second edition. David has been a visiting scholar at Columbia University, Department of Biomedical Informatics (2004); Monash University, Faculty of Information Technology (2007-8); visiting Erskine Fellow at the University of Canterbury, New Zealand (2016); visiting scholar at National Tsing Hua University, Taiwan (2017); and visiting professor at Renmin University of China, Beijing (2018). From 1998 to 2011 he served as editor-in-chief of the journal Internet Research and is currently an Associate Editor of the European Journal of Information Systems and of JMIR mHealth & uHealth . David is former chair (2017-2020) of IL-AIS, the Israel chapter of the Association for Information Systems. He is currently a visiting professor (2020-2021) at the Institute for Service Science, National Tsing Hua University.
